New KBA requirements for non-certified type-approval holders
The German Type Approval Authority (KBA) has revised its requirements for type-approval holders that do not have an ISO 9001 or comparable certification.
A successfully completed Manufacturer’s Initial Assessment is a prerequisite for obtaining type approvals. It verifies the manufacturer’s quality assurance processes and the measures implemented to ensure Conformity of Production.
Manufacturers generally have two options:
• certification by a certification body designated by the KBA as a Category C Technical Service
• CoP-Q audit performed by a KBA-designated Category C Technical Service
The second route has now been more clearly regulated.
From 1 July 2026, the KBA will begin contacting affected manufacturers.
Following the KBA’s request, the manufacturer must:
• confirm within six months which Category C Technical Service will perform the audit and when it is scheduled
• complete the audit within twelve months
The requirements are described in the KBA’s “Information Sheet on Conformity Assessment (CoP-Q), January 2026.”
